I honestly think this was a different from the one we see in Stolen Earth/Journey’s End. I mean just the way she fades away? It’s different from the noisy, flashy way she transported. Also Rose’s expression on the third gif read more of a farewell.

I stand by my theory that there were two Rose Tylers running around in this entire arc, because the way this Rose fades away is a hell of a different way than the Rose that appears and disappears by Journey’s End. 
In my head this Rose Tyler is the one with some access of her Bad Wolf powers. Also, it was never explained how Rose was able to pull off triggering the Cloister Bell and changing the signs to Bad Wolf when Ten and Donna were in a different time and planet. Plus, this Rose walking away felt further along in the timeline, like she was saying goodbye and not just a stop in a journey.
